What Is Dearness Allowance (DA)?
DA is a cost-of-living adjustment paid to government employees and pensioners. It is calculated as a percentage of Basic Pay and revised twice a year — in January and July — based on the All India Consumer Price Index for Industrial Workers (AICPI-IW), published monthly by the Labour Bureau.

DA History — How It Grew
DA has grown significantly since the start of the 7th Pay Commission:
- 2016: 0% (7th CPC started — DA reset)
- 2020: 17%
- 2022: 34%
- 2023: 42%
- 2024 (January): 50%
- 2024 (July): 53%
- 2025 (January): 55%
- 2025 (July): 58% (Current)
- 2026 (January): 60% (Expected)
How DA Changes Under 8th Pay Commission
Here is the most important thing to understand: when the 8th Pay Commission is implemented, DA will RESET to 0%.
This does not mean you lose money. The accumulated DA (currently 58%) is absorbed into your new basic pay through the fitment factor. So your new basic pay will be much higher, and DA will start fresh from 0% on that new higher base.
Example: If your basic pay is Rs 56,100 today, with 58% DA your DA component is Rs 32,538. Under 8th CPC at fitment 2.86x, your new basic becomes Rs 1,60,446 — and DA starts fresh at 0% on this new higher amount.
HRA Was Also Updated When DA Crossed 50%
When DA crossed 50% in July 2024, HRA rates were automatically revised upward as per government rules:
- X class cities (metro): HRA increased from 24% to 30% of basic pay
- Y class cities (large cities): HRA increased from 16% to 20% of basic pay
- Z class cities (other towns): HRA increased from 8% to 10% of basic pay
