HRA 30% for X Class Cities — Complete Guide After DA Crossed 50%

Introduction

House Rent Allowance (HRA) is one of the most significant components of a government employee’s salary — especially for those living in metro cities. Good news: HRA rates were revised upward in 2024 when DA crossed the 50% mark. Many government employees are still unaware of this change and some online calculators still use the old rates.

In this article, we explain the current HRA rates, how they changed, and what will happen to HRA under the 8th Pay Commission.

Current HRA Rates — After DA Crossed 50%

Since DA crossed 50% in July 2024, the following updated HRA rates apply to all Central Government employees:

  • X class cities (Metro): 30% of Basic Pay
  • Y class cities (Large cities): 20% of Basic Pay
  • Z class cities (Other towns): 10% of Basic Pay

These rates replaced the old rates of 24%, 16%, and 8% which applied when DA was below 50%.

Warning: If your salary calculator is still using 24/16/8% HRA, your calculation is WRONG. Use 8thpaycalculator.com for the correct updated rates.

Which Cities Are X Class?

The following cities are classified as X class (Tier 1) for HRA purposes:

  • Delhi (including NCR — Gurgaon, Faridabad, Noida, Ghaziabad)

  • Hyderabad (including Secunderabad)
  • Ahmedabad
  • Pune

Which Cities Are Y Class?

Y class cities get 20% HRA. These include Jaipur, Lucknow, Kanpur, Nagpur, Patna, Bhopal, Indore, Visakhapatnam, Surat, Vadodara, Coimbatore, Agra, and other cities with population above 5 lakh as per the classification order.

HRA Under 8th Pay Commission

When the 8th Pay Commission is implemented:

  • DA will reset to 0% (since it is absorbed into the new higher basic pay)
  • Because DA goes back to 0%, HRA rates will also revert to the base rates: X=24%, Y=16%, Z=8%
  • However, these lower percentage rates are applied to a MUCH higher basic pay under 8th CPC
  • So your actual HRA amount in rupees will still be significantly higher than today

Example: Current HRA for X city at Basic Rs 56,100 = Rs 16,830 (30%). After 8th CPC at fitment 2.86x: Basic Rs 1,60,446 — HRA = Rs 38,507 (24%). The HRA in rupees is MORE, even though the percentage is lower.

HRA Is Tax-Exempt — Plan Your Taxes

HRA is partially or fully exempt from income tax under Section 10(13A). The exemption is the least of: actual HRA received, 50% of salary for X cities (40% for others), or actual rent paid minus 10% of salary. Consult a tax advisor for your specific situation.

Calculate Your HRA

Use our calculator at 8thpaycalculator.com to see your exact HRA for both 7th CPC (current) and 8th CPC (projected). Select your city class (X, Y, or Z) and the calculator applies the correct rates automatically.

Conclusion

HRA is now 30/20/10% — a significant increase from the old 24/16/8%. Under 8th CPC, the percentage will revert to the base rates but your actual rupee amount will be higher because your basic pay increases substantially. Always use a calculator with the correct 2025 rates. 8thpaycalculator.com is updated with the latest official data.
